For the "Do not count slow torrents in these limits" I have just enabled that option just now. So I'll follow up with the results. The weird thing is that yesterday my torrents suddenly started downloading again and I'm not sure why.

When I'm downloading a torrent with a bunch of files inside and I only need a subset of those files, I set those that I don't need to be "skipped" or to not be downloaded by right clicking on it and clicking on Don't Download. However, as you can see on the image linked, uTorrent still downloads them.
